Fix broken i18n fallbacks (#2507)

* Uncomment features with fallback test

* Fix I18n not doing any fallback to the @mount_at_root locale

ruby-i18n behavior changed (see commit reference below) and it is now
required to specify the fallback mapping. `[I18n.default_locale]` is no
longer used by default.
