As this is a list, the default behaviour ends up appending new copies, which then breaks.

We still want to allow the changing of the default TEMPLATE_CONTEXT_PROCESSOR setting etc.

Thought - special case TEMPLATES, and if we would conflict a NAME setting etc, then merge the dictionaries.
