[COOK-2432] Use nginx.org package #92

The developer of Nginx is maintaining "Pre-Built Linux Packages for Stable" at http://nginx.org/en/download.html for RedHat, CentOS, Debian, and Ubuntu. These are often superior to what is packaged with these distributions. We should be able to use those.

Thank you for this @dje. After code review, we were reminded of @ChrisLundquist's ticket and updated PR #77 for both Ubuntu/Debian and RHEL support. ❤️
