Asterisk не воспринимает # как обычный символ, поэтому шаблон _X! не срабатывает у Вас как универсальный.
А значит созданное правило для исходящего вызова на #2222 не будет отработано корректно.

Задачу зарегистрировал ASK-895

Будет реализовано в следующей версии АТС.
