[Feature]: REST API endpoint for database creation/management

Some users, like I, are not able to use gRPC due to internal protocols, so I think a great addition to the REST API would be to add endpoints for database management, most notably, database creation.

this is on our plan of milvus 2.5. But due to lack of time this might not make some big progress yet.
