Allowing update "part of ruby" gems

Hi,

It is impossible to install some gems using pacgem because pacgem don't want to update gems bundled with rails.
For example: rails depends on activesupport and activesupport depends on minitest~>5.1, but when I use pacgem rails, pacgem leave package minitest intact, so rails don't work.
