The goal of this issue is to build a new handler that will utilize the GitLab REST API to connect MindsDB to GitLab. This integration will enable organizations and users on GitLab to use ML for issue estimations, labeling, projects recommendation, automation of comments on GitLab issues, proofreading of READMEs etc
