[Bug]: text-davinci-003 and other models have been shutdown by OpenAI

Short description of current behavior

Currently no model is being passed in OpenAI from langchain.llms which leads default model as text-davinci-003 which
has been shutdown by OpenAI on 4th Jan link

Expected behavior

model="gpt-3.5-turbo-instruct" needs to be passed as param so it doesn't default to text-davinci-003

@tomhuds both have been initially vetted as of #8541, but I'll take another look for "hidden defaults" such as this one.
