Short description of current behavior

Similar to the outstanding issue that currently exists with the Snowflake integration due to the snowflake-sqlalchemy package, the sqlalchemy-redshift package used to implement the Redshift integration does not support SQLAlchemy 2 either.

As a temporary fix, the handler should be updated to use a fork of the above package that supports SQLAlchemy 2, but this should be updated later when the official package begins to support it.

Installation of the dependencies for Redshift should run without running into errors.
