403 Permission Denied When I Try to Create a Key

Expected behavior

I should be able to create a key and describe it afterwards.

2. What operating system and processor architecture are you using (go env)?

3. Anything else that is important?

This is most probably a policy configuration issue either at the KES server side (KES server config) or at the KMS backend. The correct policy has to be set. With no information provided in the issue, there is very little we can help with.
