ANPL-1350 Backend python package upgrade

📝 Summary

This PR closes/completes/contributes to issue #ANPL-1350

The main changes I made are for django-channel

• need to add daphne explicitly. Under older version, this was not required although being used and installed
• Changed the channel layer from RedisChannelLayer to RedisPubSubChannelLayer due to 2 reasons, first is the issue from Update to v4 results in "RuntimeError: Event loop is closed" django/channels_redis#332, second is that using redis's pub/sub feature sounds better to me.

• get_event_loop has been deprecated since python 3.10, recommend to use get_running_loop
