Resolve low storage alerts (RDS and OS)

Context

We're getting recurrent 'low storage' alerts across dev and test instances for both RDS and OpenSearch clusters. It would be good to understand if this is expected with the amount of data we're ingesting. The storage limits should be raised to fix before investigating the issue.

Requirements

• raise limits for RDS storage and OS cluster storage
• investigate whether we expect to be hitting the current limits for the amount of data within these environments
