[P4-507] Capture PNC number instead of Athena reference #159

This change replaces the capture of the athena reference number
with the PNC number as this is going to be more useful to de-dupe
Person objects in the future.

This change replaces the capture of the athena reference number
with the PNC number as this is going to be more useful to de-dupe
Person objects in the future.
This replaces the output of the athena custody reference with
the PNC number that we are now capturing.
This extends the person to summary presenter to include output of
the Police National Computer number
