There is a bug within the github provider which causes repos that want branch protection, but don't have a status check to fail.
Without moving a major version along the way to fix this is by swapping to v4 version of branch protection that uses graph api endpoints, which is what this change does
Unfortunately, as they are differing resource types i cant put a move block in.
