Github ipynb Encoding Error: Korean Language mojibake #2

In my github account or other person's github account repository,
Korean Language mojibake happens in ipynb file.

But it doesn't happen in md, txt file.

So I think that ipynb file's encoding type is not UTF-8 and it makes encoding error in github site.
Because txt file's encoding type is UTF-8.

How can I save ipynb file as UTF-8 by Visual Studio Code or Google Colab?
