!や?の入ったハッシュタグをActivityPubに配送しないでほしい #2949

tagのnameに!や?などのMastodonでタグにできない文字列が入っているとMastodonのsidekiqにActiveRecord::RecordInvalid: Validation failed: Name is invalidというエラーで詰まる

そもそもハッシュタグに!や?が入っているのは一般的ではないと思われるので、せめてActivityPubに流さないように変更してもらいたい
