Feature Description

I'm using #12493 in my personal branch, and recently when I was fixing offsets in some old tracks, I was irritated that the cues were moved but not the beats.

Greying out the beatgrid controls (LateNight) in that case, and having a Lock toggle nearby would certainly help avoid such situations.
