add tracks to library as scanner is running

Currently, users must wait until a library scan finishes for the new tracks to be available in their library to play. It would be nice for current users and provide a significantly improved first run experience if tracks were added to the database as they were scanned.

Locating cover art should be moved from the scanner to the analyzer to make the track available for loading to a deck ASAP (Bug #⁠1743255).
