this is the same as #566 but merges Menlo repo into its own subdirectory so that contributors including myself don't need to browse two repositories to look for the history, issues etc.
This also has a benefit where we make a release in Menlo + cpanm, we don't need to wait for PAUSE index to be updated for an hour before being able to run cpanm bootstrapping on CI.
