The implementation of a metadata schema based on GeoDCAT-AP for an open data portal combines the features of INSPIRE as a descriptive profile for spatial data and services in the EU with the basic features of DCAT-AP for the description of non-spatial open data in a single metadata profile with linked spatial and open data attributes.

Note
Extends and adapts to ckanext-scheming aspects of GeoDCAT-AP extended for INSPIRE.

GeoDCAT-AP (spatial open data) INSPIRE (spatial data and services)
Purpose A standard metadata model for describing spatial datasets and services. It supports interoperability and data discovery. A set of metadata standards for describing spatial datasets and services, facilitating the exchange and re-use of spatial data across Europe.
Scope Intended for use by EU Member States and their public sector bodies for the exchange of spatial data. Mandatory for use by EU Member States and their public sector bodies for the exchange and re-use of spatial data.
Coverage It focuses on the description of spatial datasets and services. It covers a wider range of spatial data, including spatial datasets, spatial data services, spatial data themes and spatial data specifications.
Dublin Core Based on Dublin Core Metadata Terms and includes additional terms for describing spatial data. It is based on the Dublin Core Metadata Terms and extends them to include spatial data.
Extentions Designed to be expanded with additional terms as required Provides a set of pre-defined extensions for specific spatial data elements and themes.
Structure Uses a hierarchical structure to organise metadata elements It uses a flat structure with explicit relationships between elements.
Use of URIs It relies heavily on the use of URIs to identify and reference concepts and resources. It is based on the use of URNs and URLs to identify and reference resources.
Alignment to standards Compliant with international metadata standards such as ISO 19115 and DCAT (DCAT-AP) Compliant with a range of international data and metadata standards, including ISO 19115 and ISO 19119
