Lock account and send email. When login tries hit the limit, login will be disabled and user will need to reset their password. An email will be created for this. A middleware may be used. #4

Will not work on this as laravel is already implementing this. Alternatively, perhaps i can notify the user if someone has failed to enter password a few times and log the IP address.
