Implement the file upload functionality from v1

## Description

There is still some use for the [FileUpload](https://github.com/mlaursen/react-md-v1-docs/blob/98c0edbc3e02dfa8d74a3cf5708563ca921d71bd/src/js/FileInputs/FileUpload.js) component from v1, so it would be worthwhile to port it to v2. Since this component didn't do too much, the functionality will most likely be implemented as a `useFileUpload` hook.
