Use r-base Docker image as initial layer for R package build #5775

What changes are proposed in this pull request?

Use r-base Docker image as initial layer for R package build because rocker/r-devel now requires Ubuntu 22.04, which is incompatible with the CI systems that run the R package build. R base uses Debian 12.

How is this patch tested?

Tested on CI system

No reason to pin testing to 4.1.2 when 4.2.0 is the latest
