Uses a debian base image that is compatible with the Docker installation on our CI systems

What changes are proposed in this pull request?
Use r-base Docker image as initial layer for R package build because
rocker/r-devel
now requires Ubuntu 22.04, which is incompatible with the CI systems that run the R package build. R base uses Debian 12.How is this patch tested?
