What changes are proposed in this pull request?

On Windows, a file being accessed by another process can't be removed (it can on Unix). This limitation causes the following error in mlflow recipes tests:

E                   PermissionError: [WinError 32] The process cannot access the file because it is being used by another process: 'C:\\Users\\runneradmin\\AppData\\Local\\Temp\\pytest-of-runneradmin\\pytest-0\\test_recipes_execution_directo1\\custom\\steps\\split\\outputs\\card.html'

This PR fixes it by skipping displaying the card.
