[Runs] Port enrich run artifacts fixes and index migration

Ports:

1. [Runs] Get artifacts from run.status.artifact_uris for workflow runs [1.6.x] #5744
2. [Run] Fix logging missing artifacts [1.6.x] #5764
3. [Runs] Do not enrich runs in server side launcher [1.6.x] #5767
4. [Runs] Don't list artifacts for run with none [1.6.x] #5781
5. [Artifacts] Fix artifact tags index definition [1.6.x] #5793

With minor changes:

1. Use object formatter class for run formats definition.
2. Put index migration an appropriate place before project default function node selector migration.

⚠️ This breaks migrations within 1.7.0 RCs
