Intermittent issue with DNS resolution of service in Docker Swarm

Description
In a 3 node setup of docker swarm , there are intermittent failures resulting in "Service Unavailable" error. The issue is usually seen during initial deploy of services. Upon further troubleshooting , it appears that DNS resolution fails for one or more of the services.The system can then be recovered by re-deploying or scaling down and scaling up the service.

ping executionengine
ping: bad address 'executionengine'
curl shows the following error:
curl: (6) Could not resolve host: executionengine

The issue was initially observed with Docker 17.06.0-ce. Recently upgraded to docker-ce-18.03.0.ce but issue persists with similar output.
