Windows miner - multiple update-monitor processes - miner crash #3

After fixing problem with not updating blocks, by creating fullnodes.lst file, now multiple update-monitor processes are started when block is updated.
Which finally crashes miner program.

Fixed in commit c3e87df, which is part of release v1.3.
