Based on the discussion at the previous design meeting I updated the work flow/development process to be consistent with existing practices, not over-promise, and be more consistent with GitHub.

As discussed at 98th meeting, a development process more suited to GitHub and without fewer stages to make it more likely that we follow it.
Should likely have some figures to make it easier to follow.
Move version number from head-line, since it could cause confusion with version for Modelica itself, and some clarifications.
Since the entire development process is described in one document, just refer to that.
Clarify that all changes.
Visual representation of workflow.
The power-point was used to draw them.
Added new graphical representation.
Issues discussed at meeting:
* Industry relevant as opportunity?
* Remove "Not yet released part" from MCP?
* At least 3 reviewers under "In development", should not all be from the same organization and not part of working group. (Added)
* On hold -> closed (Added)
MCP should have corresponding issues and MCP and stage as labels
Remove part about marking MCP after poll (4 in favor, 2 in favor of adding "when presenting" e.g. at conference, 1 keep).
