complex block transfer function

I'd like to provide a complex block TransferFunction which multiplies the complex input u by the transfer function (specified as the nominator an denominator polynomial) to obtain the complex output y, dependent on a frequency input w.

Toni, would you please assign this to the correct milestone and add a release note to it when closing.

Also please fix your commit and remove the __Dymola_* annotations. It helps to look at the to be committed changes before one commits them ;-)

Since it seems that only one more typo had to be corrected, and I've added a description in the release notes: resolved by b14e6e7.
