Add azure-pipelines.yml

Fixes #20.

Should work now (include deployments). It deploys on every new tag.
Once it's imported to azure, a secret variable needs to be added named PYPI_TOKEN.
(One possible caveat is the batch: true, not sure if that might make it ignore a tag, if issues arise then it might be worth disabling)
