Cannot upload images to TV in clean Modx 2.5

Summary

Cannot upload images to TV in clean Modx 2.5. Get an Javascript error

Step to reproduce

Create a Tv with type image - try to upload an image. nothing happens -

Observed behavior

coulnd't upload an image - firebug console gives the following error:
TypeError: undefined is not a constructor
...create:function(d,e){return d.render?d:new bd.xtype||e},registerPlugin:func...

Expected behavior

should open file browser to add image

Environment

Modx 2.5.0 rc1 , apache/nginx and version, mysql version, browser, etc. Any relevant information.

the problem is fixed in rc2 - issue can be closed
