Currently the only place Apricots looks for configuration is $prefix/share/apricots/apricots.cfg. It would be nice if it looked in $XDG_CONFIG_HOME/apricots/apricots.cfg too.

Search for configuration file
3b9ede8 
- Require C++17 so we can use filesystem utils
- Check user config dir, system config dir, and then data dir in that
  order
