To manage open Pull Requests on Mojaloop GitHub repositories, those that have no activity for a year should be closed.

Impact (Components): No negative impact, only positive if any
If the contributor/owner of the PR wants to make progress on the PR, it can be re-opened, sync-ed with the main branches for the work to continue without any issue.
Artifacts:
This is general OSS practice; Six months maybe the ideal time but considering that this is the first time this policy is implemented for Mojaloop, the proposal is to start with a year and move to six months based on initial feedback.
Discussed during the meeting on the 14th of February with no opposition and unanimous agreement.
