SDK scheme adapter is not using RESOURCE_VERSIONS config for outbound requests

As a mojaloop user

I want to configure the versions of outbound requests from simulators

so that I can initiate transfers using simulators with the versions I want

• SDK-scheme adapter is using RESOURCE_VERSIONS param for all outbound http calls same as its using for callbacks
