...But the fix is easy, bc data.atm already has its own copy of need_packages
To fix correctly, load samples.Rdata into its own environment and access variables from there rather than load into top-level env

Mostly Roxygen fixes that were being ignored when these functions were in utils, plus a few formatting tweaks while I was at it.
Edit: Added more fixes in uncertainty too, to make CI happy.
