Refactors
fwdpp::sugar::popbaseto not depend on a specific ploidy. This change both enables ploidy values other than two and enablesslocuspopandmlocuspopobjects based on the same mutation/gamete types to inherit from a common base class.This is an ABI change, but not an API change.
