Fixes #1105 * add Python tests * allow Python to ask c++ if the internal sizes of callback vectors are okay * remove unused variable from pybind11 wrapper for GeneralizedGeneticMap * Add C++ integration tests showing that GeneralizedGeneticMap does fire off its callbacks as expected
