Move to scikit build for build backend #1284

  1. Change build backend to scikit_build "core" 

    * move most setup from setup.cfg to pyproject.toml
* Update CMakeLists to install compiled products.
  (Needed so that they end up in wheels.)
* Update CI and deployment work flows.
