Resolves #32

This does the following:

removes consul clusterstore
removes vagrant
adds namespace docker to all variables and creates multiple set_fact tasks for backwards compatibility
uses package module for installing dependencies instead of separate tasks for each system family
removes unneeded flush_handlers task
adds preflight.yml for preflight checks and setting variables, so role can fail fast
modifies testing section in README
