Workflow commands allow you to create annotations without accessing GitHub's API. This makes things much simpler and avoids permission issues like #26.

The only downside I've noticed so far is that you can't set custom titles for the annotations, but I think this is a fair tradeoff.

In addition, another adjustment allows more control over the exit code.
