Exporting security guidelines exports the default values

If a security guideline uses the same values as in the project security settings, the exported value is the default one and not the one from the project.

Example:

Key	Default Value	Project Value	Security Guideline Value	Exported Value
lockoutActive	false	true	true	false
			This value is not stored in the guideline since it's the same value as in the project.	Since the security guideline does not have this key, it uses the default value, which is false, instead of the value from the project (true)
