If a security guideline uses the same values as in the project security settings, the exported value is the default one and not the one from the project.

Since the security guideline does not have this key, it uses the default value, which is false, instead of the value from the project (true)

The security guidelines were accidentially exported without the correct values, if the value was the same as in the project. The export functionality always exported the default value for values which are the same with the project settings.
