This is very simple Telegram bot made by Slim framework and MySQL. Bot have admin menu and scheduler to notify all users about new BTC rate. I used only Telegram official API to manage the bot and free crypto exchange API for getting BTC rate.
You can modify this project or make your own based on it.
Current project deployed on Heroku and available 24/7.
