I just added Dzongkha input method for B2G. Dzongkha is national language of Bhutan. This fixes the bug 95033 and also adds support for writing Tibetan (bo-CN) and some other language based on tibetan scripts.

I think the Dzongkha font should be merged before merging this PR.

We would use the language name in its native form. Like "'Español" in Spanish.

@RudyLu , I don't belong to that language.
So, I don't know or can't write "Dzongkha" in that native form. Is it important to write in native form?

Dzongkha = རྫོང་ཁ་
Tibetan = བོད་སྐད་

@RudyLu , I think that everything is ok now.
I can't squash the commit now. Because I don't have the gaia repo in my local PC and My net connection is terribly slow to download this repo. I need your help in this matter.
