[Bug] Video is black when rotated while playing fullscreen

Set phone to autorotate.

Go to https://www.abc.es/espana/abci-juicio-proces-defensa-junqueras-apela-constitucion-proces-pisoteo-201902122108_noticia.html while in vertical mode.

Play the video.
Click the fullscreen button.
Rotate the phone

Notice that the video goes to black but continues to play (controls are there)

This also happens in Fennec (but worse)

Since this black video bug affects both Fennec and Fenix, then it's likely a Gecko video or graphics bug. I'll forward this bug to the Gecko Media Playback team.

The GV team has triaged, but not yet prioritized this bug. We suspect this is a Gecko bug. The Gecko Graphics team is testing to determine whether this is a graphics bug or not.

The Gecko Graphics team has investigated this bug. They haven't been able to narrow the regression range down and trying to get older builds going has not been working. We cannot reproduce this on YouTube. WebRender fixes this but many devices won't support WebRender. In the meantime, this bug is in the Graphics team's P3 backlog.

@vesta0 @liuche Since this is low priority for Gecko Graphics, do we want to remove this from Polish or escalate with the Graphics team? I don't think this is something we can do.

The priority was set high originally because it was reported by a partner who was preloading Firefox. That's not the case anymore.

Quick checkup, based on https://bugzilla.mozilla.org/show_bug.cgi?id=1548116#c28 seems like a fix is in progress but it will only work on Android O or P onwards.
