Why/User Benefit/User Problem

A lot of PRs are opened each day, and reviewing them takes a lot of the team's time. As a first step, we want to clarify requirements for opening PRs, so the Fenix team can more efficiently handle the PR load.

What/Requirements

Provide guidelines for opening PRs

Acceptance Criteria (how do I know when I’m done?)

Guidelines are listed in a visible place.
