Added kmr and tl locales for v87

Added Kurmanji Kurdish and Tagalog to v87
CC @pocmo : Should I be updating a similar file on a-c side, to add new locales to release?

To download an APK when reviewing a PR:

1. click on Show All Checks,
2. click Details next to "Taskcluster (pull_request)" after it appears and then finishes with a green checkmark,
3. click on the "Fenix - assemble" task, then click "Run Artifacts".
4. the APK links should be on the left side of the screen, named for each CPU architecture

@Delphine No, on the Fenix side is enough. AC wi always package all strings into its releases and Fenix will filter them out accordingly.

@pocmo Do you think you can help with merging this PR? I've landed the same list already in 87, and master should keep up to date with that list.
