mozharness and tools repos are both small and don't need to be pre-seeded. As of bug 1232442 the AMI is now using shared/pooled storage from the unified Firefox repo. The inbound repo no longer needs to be seeded.
As of the previous commit it is no longer used. Since it was the only caller of the share_repos function, we remove it as well.

There are still references to the old repos in configs/Ec2UserdataUtils.psm1. I'll handle that file in a separate PR.
