Analyze: Webpack

We could potentially replace our build process that uses the Makefile, babel, and browserify with Webpack. It would definitely build faster.

I'm somewhat reluctant as I've found Webpack to be annoying and opaque, and the whole thing feels like a distraction. But if someone else knows how to do it all then I'm open.

Test Pilot has chosen not to use Webpack, and I don't like Webpack either, so let's say: no.
