Add a link to Mozilla's Privacy Policy to the footer of the Discovery Pane #10593

Looks like we're missing a link to the privacy policy from the Discovery Pane views, which show up in the Add-on Manager. Since that view has Google Analytics in it and isn't clearly linked to AMO, we should probably put a pointer to AMO's Privacy Policy in the footer.

For compliance with Directive 2002/58/EC it would be advised to also add a modal, header, or other form of cookie notice, as the normal mozilla websites had before the redesign, too.

Thanks @justjanne. That would be a separate issue, but I've checked with our team about it and if we need to post that notice I will file a new issue about it.
