Currently we configure Fx to use a non-existent proxy to prevent external network access. Bug 1121800 changed that behavior so now we block on pages trying to access external content (that doesn't exist).

Simplest solution for now is to spin up a black hole proxy and configure Fx to use that.

The black hole proxy seems to work.
